15. In a speech yesterday at Columbus Governor-elect Whitfield said "that the only thing worth while as governor will be to answer in the affirmative the question "Have I worked honestly, been faithful and done everything for the honor, prosperity and good of the state?" He further went on to say that "my position is one of tremendous responsibility and the more I know of the problems which confront us the more difficult they get. The trouble Mississippi is a lack of knowledge the affairs of the state of education, of finance, taxation and low production. Even representatives are not informed. And in these problems you have your responsibility and must carry back to the people in the state some help, some means of solving the(e things.

"Mississippi is a rural state made of an agricultural people, and nefnW nf th ua other existing conditions we have tw gotten into a habit of unin formed existence. In other days we had another source other than agriculture as an industry, this being tim ber. But nobody realized the value timber and as a result sold it to outside corporation for a song our birthright sold for a mess of pottage. As a result a desolate waste was left behind, people were left out work, people are discouraged and everywhere they are leaving the farms and even leaving Mississippi. The most depressing thing is that those who leave are the strongest, the best trained and the best educated those that are most needed in this great crisis that is facing us.

"At the next reckoning there will be a deficit of current expenses equal to $5,000,000 because the land heretofore taxed has been overestimated. The people who own money in Mississippi are not putting it into industry because the taxes are too high, and, therefore, the people of the state are not afforded the opportunity which they should have. "The sentiment outside of Missis sippi is that this state is not well regulated and corporations are not treated fairly. Therefore all the taxes are on the land and the people are not able to pay. We have got to build up our agriculture and make it profitable.

Now the burden of taxation rests almost entirely upon the farmer who doesn realize any profits and the important problem now that of placing the taxes evenly on all shoulders. "The state has been supporting colleges all the time and yet there no one expert in Mississippi who knows in a specialized way the con-ditons of the state or how to go about solving any of the problems. The principal thing we need is capital. "Another trouble Mississippi is lack of patriotism. People are never able to emancipate themselves from themselves but consider things only in the way it affects them.

"My one comfort as I stand here today is that I am absolutely uncommissioned to anyone; and I will stand as a governor clean, with no obligations and no responsibilities except to the state, which I put above all else. People too often try to get all they can out of the state and will not back whole-heartedly and without prejudice anyone who unselfishly stands for the state alone. "This is one of God's times for checking us up, this crisis, chaos and time of wrong processes. No stami na, no character, no courage is the result of people who have no problems and no discouragement. When all of this is over, when organization comes, when problems are solved, we will move on a higher plane.

"The Muscle Shoals project is of great interest at present, since everything depends on power. When this project is completed the plant at Muscle Shoals will generate 800,000 horsepower and the plan now is to distribute cheap power in Mississippi, through three sources, the north ern, middle and southern parts of the state. Because of this new source of power there is to be great develop ment and we will not be able to get the full benefit of this unless we get a vision of new thought and training so that we will be able to receive it. Wake up get off the old beaten paths and get ready for this de velopment. What are you going to contribute with your preparation and In proportion as you con- tribute you will receive from it and you need problems and difficulties to gam strength." Ull a 1 lllDf a will remedy thete trouble Cows Need Plenty of Water During Winter During the winter, whenoows are stabled the greater part of the time, they should be watered two or three times a day, unless arrangements have been made to keep water before them at all times, says the College of Agriculture and the University of Tennessee. The water should, if possible, be 15 or 20 degrees above freezing, and should be supplied at practically the same temperature every day.

When water well above freezing temperature is stored in tanks and piped directly to the cow, there is probably ntue occasion to warm it. When it stands in a tank on which ice often forms it usually pavs to warm it slightly. This can be done by a tank heater, by live steam, or by hot water used to wash and sterilize utensils, steam from which can readily and cheaply be used to warm the drinking water.
